Ebook Central uses Adobe Digital Editions for off-line reading. This page goes over the process of downloading an entire book or just a chapter, and includes a link to the necessary app.
O'Reilly has an app where you can download ebooks for off-line reading.
Ovid's Made Incredibly Easy ebooks can't be downloaded for off-line reading. This document has information on navigating the ebook.
